PRESENT:                  Donald Elliott, Chairman

Ronald E. Perry, Commissioner

NOT PRESENT:         John Cason, Commissioner

(Not present for opening)

ALSO PRESENT:       Tom Boland, Commissioner

Steve Swan, Executive Director

John Donaghy, Chief Financial Officer

Chairman Elliott called the meeting to order at 3:00 PM.

PUBLIC COMMENT PERIOD

There being no citizens who wished to address the Commission, Chairman Elliott closed the Public Comment Period

APPROVAL

Commissioner Elliott made a motion seconded by Commissioner Elliott to adopt the minutes of the April 21, 2015 Finance Committee meeting. Motion carried 2-0-0.

DISCUSSION

Financial Report as of April 30 – John Donaghy reviewed the current financials with the Committee members. The Inventory status was discussed and Steve Swan stated that progress is being made.

FY16 Operating Budget – John Donaghy discussed the 2016 Operating Budget with the Committee members. A review of the Master Plan when complete will provide many answers.  Steve Swan stated that other counties have in Georgia have increased their rates and Andy Burnham can provide more statistics.

Rate Resolution – Steve Swan discussed Rate Resolution with the Committee Members. Our current rates are being reviewed by Burton and Associates.  Mr. Swan stated a meeting with Andy Burnham is recommended.

Auditors Response – John Donaghy presented three firms that responded to our RFP. The Committee agreed to move to full Commission.

There being no additional business to bring before the Finance Committee, Chairman Elliott adjourned the meeting at 5:00 PM.
